PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey!Planning and Zoning Commission conducted a public hearing on Thursday, <br />December 7, ~ 993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota to hear input regarding a request for a conditional use permit for an organic compost <br />facility; case ~ Waste Management of Minnesota, Inc. <br /> <br />Members Pre~nt: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Terry Hendriksen <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO OIIDER <br /> <br />Chairperson B~wden called the public hearing to order at 8:14 p.m. <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that International Process Systems, Inc. (IPS), a sister <br />company to Waste Management of Minnesota, is requesting a conditional use permit (CUP) to <br />establish and ,Operate an enclosed organic compost facility on the south side of the Anoka Regional <br />Landfill. <br /> <br />Joe Hanahan, iPS, stated they have developed a composting technology in which they currently <br />have 15 plants~in operation with another 10 under construction. He described the process of how <br />the material ii deposited, mixed, and stored. He also discussed the storage of wood and yard <br />waste. He exl~lained that they market their material through All Grow Companies to nurseries, <br />golf courses, etc. <br /> <br />CITIZEN INPUT <br /> <br />Sharon Dahlgfen, resident, inquired about the size of the outside storage area for finished product <br />and yard waste, and the Commission advised her that it was 29,000 square feet. She also inquired <br />whether the odor was going to be a problem when they broke into the pile in the spring after a <br />winter of no de~mand. <br /> <br />Jeff Couter, t0chnical expert for IPS, stated that the material must be properly managed and <br />composted before storage. He stated they layer the compost by age so that when the demand for <br />compost returrls they know which to dispose of first. He advised that they have had a plant in a <br />residential area~ in Lockport, New York, since 1990 and have received no complaints about odor. <br /> <br />Chairperson B.awden explained that the Commission had hoped a neutral party would have had a <br />chance to visit One of IPS's facilities, but that did not happen. <br /> <br />Public Hearing/Planning & Zoning Commission/December 7, 1993 <br /> Page I of 2 <br /> <br /> <br />
