I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I$ <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, March 9, 1993 <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members, Present: <br /> <br />Mayor James Gilbertson (arrived approximately 6:08 p.m.) <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />Parks/Utilities Coordinator Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Councilrrlember Peterson called the regular meeting of the Finance Committee to order at <br />6:03 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Review Capital Outlay Requests not Funded in 1993 <br /> <br />Finance Officer Helling stated that the 1992 revenues exceeded budget by a net of <br />$209,000 and expenditures are within budget. She stated that Department Heads and <br />Supervisors met to develop a Staff recommendation regarding priority status of capital <br />outlay requests deemed worthy but not funded in 1993. Following is that recommendation: <br />MDT's as previously approved ($12,716), replace Squad #4 ($10,442), purchase a one ton <br />4 x 4 Public Works truck with dump body and plow ($18,921), and purchase a tanker for <br />the Fire Department ($18,921 - money previously funded). Also recommended is a <br />transfer be made to the City's Administrative Trust Fund to provide funding for planning <br />assistance ($13,000) and that Council designate interest earnings from the Landfill <br />Expendable Trust Fund in the approximate amount of $120,000 per year for the years of <br />1993, 1994 and 1995 to fund capital improvements for parks. In the event the Council <br />does not fund parks capital improvements for 1993 from the Landfill Trust Fund, Staff <br />then recommends the dollars allocated to the Equipment Replacement Fund be used to fund <br />1993 Parks Capital Improvements. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve <br />the following: Purchase the MDT's, replace Squad #4, purchase the one ton 4 x 4 Public <br />Works truck with dump body and plow, purchase the Fire Department tanker, put money <br /> <br />Finance Committee/March 9, 1993 <br /> Page 1 of 3 <br /> <br /> <br />
