COMMISSION INPUT

1) MUSA Expansion Comprehensive Plan Amendment

City Administrator Schroeder stated that the MUSA Expansion Comprehensive Plan
Amendment is going to go before the Planning and Zoning Commission meeting and
would be back on Council's agenda for the November 9, 1993 meeting. He stated this
plan was submitted to the Metropolitan Council and we are waiting for their response.

2) Christmas Cards

City Administrator Schroeder showed the Committee the Christmas cards the City will be
sending out to licensed builders and developers to show appreciation for their business.

3) 1994 Budget Process

City Administrator Schroeder stated that the 1994 budgeting process is nearly completed
and Staff is starting the 1995 budget process. He stated that for the 1992 budget, the City
invited the public to discuss goals etc. He stated he is hoping to offer that to the public
again in January, early in the process, so the citizens can let staff know if they feel we are
goin.g in the right direction. He inquired if Council was interested in setting up a goals
meenng again either here or somewhere else.

Councilmember Peterson commented that there are some positives about meeting
elsewhere.

Councilmember Zimmerman suggested that the departments should be more involved in the
budget process sooner. He felt that the meeting could just as well be held at City Hall.

Councilmember Beyer thought that Council had already given Staff the direction to do this
and added that the money should be kept here, the meeting did not have to be held
elsewhere.

Councilmember Hardin stated he did not think it would cost so much to have a three to four
hour meeting in the morning somewhere. He felt it would be good to "get out of this
setting", i He suggested everyone could "chip in" for rolls or something, and it would not
cost the City anything.

Councilmember Peterson suggested January 8, 1994 as the date to meet.

Councilmember Beyer stated she agrees with Councilmember Zimmerman that the
department heads have to be more involved.

Councilmember Hardin stated the department did have input in the process.

City Administrator Schroeder stated they were involved in the process. There were 27
meetings on the budget for this year.

Councilmember Beyer felt that was not mae. She got the impression that the Police Chief
was not aware one of the additional police officers he requested was cut nor was the Public
Works Shpervisor aware that the Public Works mack had been cut from the budget.

Mr. Schroeder assured her that they were all informed.

Finance Comm~ttee/October 26, 1993
