Chairperson Hendriksen called the regular Board of Adjustment meeting back to order at 7:48 p.m. <br /> <br />BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Minimum Street Frontage Requirements to <br />Construct a Dwelling on the 40 Acre Parcel Located West of St. <br />Francis Boulevard N.W. and North of 160th Lane N.W.; Case of <br />Lynn Mortenson <br /> <br />Zoning Administrator Frolik stated Marshall Williams owns a 40+ acre parcel of land west of St. <br />Francis BoUlevard and north of 160th Lane of which Lynn Mortenson is proposing to purchase <br />approximately 22 acres south of the county ditch for the purpose of constructing a dwelling on the <br />property. Ms. Frolik explained that Mr. Mortenson's purchase agreement is contingent upon the <br />City grantinga variance to the minimum street frontage requirement for a dwelling on the subject <br />property, andithat Mr. Williams will not proceed to subdivide that part of the property south of the <br />ditch unless'the City grants Mr. Mortenson a variance. <br /> <br />ChairpersonHendriksen stated he believes that the Parks Department wants park dedication and he <br />does not want to do anything to preclude that. <br /> <br />Ms. Frolik stated the Parks Department may just want to take park dedication north of the ditch. <br />She added that she was unsure whether the City had the authority to take park dedication on metes <br />and bounds subdivisions. <br /> <br />Jerry Green of Edina Realty, representing Mr. Williams, stated that it appears that Osmium Street <br />was created to provide access to this parcel. <br /> <br />Chairperson Hendriksen stated it appears that the applicant doesn't want the expense of putting in a <br />cul-de-sac to provide the necessary frontage to make the property buildable. Mr. Green stated that <br />they do not want a cul-de-sac on their property and that there is no need for one to serve just one <br />dwelling. <br /> <br />Debra Hill, 160th Lane, stated that since there are many children in the neighborhood, she would <br />much rather see the applicant put in a dirt road than a paved cul-de-sac which would bring in more <br />traffic. <br /> <br />The Board proceeded to review the findings of fact. <br /> <br />It was the consensus of the Board that #1 through 99 would remain as presented. <br /> <br />Motion by Board Member Deemer to add finding 7A to read "That the City of Ramsey has denied <br />similar requests for variances from street frontage requirements." <br /> <br />Chairperson Hendriksen called for a second to the motion and there was no response, therefore <br />Board Member Deemer withdrew the motion to modify later. <br /> <br />Motion by Board Member Deemer and seconded by Board Member Terry to amend #10 to read <br />"That such variance is not necessary for the preservation of a substantial property right similar to <br />that possessed by other properties in the R-1 Rural Residential District." <br /> <br />Motion failed. Voting Yes: Chairperson Hendriksen, Board Members Deemer and Terry. Voting <br />No: Board Members Bawden, LaDue and Thorud.
