"annual town meetings" instead which would be one public forum for no other reason than <br />to "hear from the public". Mr. Schroeder stated that a proposed ordinance is included in <br />the meeting packet for the Commission to review. This ordinance would repeal the <br />requirement of the precinct liaison meetings between City Council and residents. <br /> <br />Commissioner Goode stated citizens have the opportunity at each Council meeting to be <br />heard during "Citizen Input". <br /> <br />Chairperson Steffen stated that the legislature has become quite adamant about holding truth <br />in taxation meetings and he suggested it may be useful to have budget meetings. He agreed <br />with Council that there should not be a meeting "just for the sake of meeting". <br /> <br />Mr. Schroeder stated, with regard to truth in taxation, that by the time the public hearing is <br />held, the budget decisions have basically been made. It would make sense to have the truth <br />in taxation meeting in the early spring where people could comment generally on where <br />they feel too much money is being spent, etc. This would give the City more of an idea of <br />what it's residents feel is a priority. <br /> <br />Commissioner Donovan stated there is no power being taken away from the citizens if no <br />one responds to these liaison meetings anyway. <br /> <br />Chairperson Steffen stated he is against putting something in the City's Charter that is not <br />needed; however, he hates to take something away without replacing it. He suggested <br />noting that these meetings were not attended but that Council will create a meeting if <br />needed. <br /> <br />Commissioner Goode felt there is enough of a safety gage in place to allow citizenry <br />opinion and recommended this proposed ordinance be presented to Council. <br /> <br />Commissioner Donovan reiterated that since Council starts out every meeting with public <br />input he has no problem recommending this ordinance be adopted. <br /> <br />Commissioner Netzloff echoed the same feeling. <br /> <br />Motion by Commissioner Goode and seconded by Commissioner Swokowski to direct <br />City Staff to initiate proceedings in accordance with State Statutes to amend the City <br />Charter to eliminate the requirement for precinct liaison meetings. <br /> <br />Motion carded. Voting Yes: Chairperson Steffen, Commissioners Goode, Swokowski, <br />Donovan and Netzloff. Voting No: None. Absent: Commissioners Mare, Nelson and <br />Stretar. <br /> <br />Case g2: Commission Terms <br /> <br />Chairperson Steffen and Commissioners Donovan, Goode and Netzloff indicated they <br />would serve another term on the Charter Commission Commissioner Stretar had <br />previously indicated he could not make the commitment at this time to serve another four- <br />year term. Commissioner Graen had resigned earlier in the year because of relocating; <br />therefore, there would be two vacancies to fill. <br /> <br />Motion by Commissioner Swokowski and seconded by Commissioner Netzloff to direct <br />City Staff to advertise to fill two vacancies on the Charter Commission to a term to expire <br />May 12, 1997. <br /> <br />Charter Commission/March 18, 1993 <br /> Page 2 of 3 <br /> <br /> <br />
