Case #4: Ward System Proposal <br /> <br />City Administrator Schroeder stated that when the precinct liaison meetings were talked <br />about, a discussion also ensued regarding precincts and wards. City Council felt that the <br />Charter Commission should discuss a ward system. The Council did not state that they <br />were for or against, they just suggested that it should be a topic of discussion for Charter. <br /> <br />Discussion ensued regarding pros and cons of a ward system. <br /> <br />Mr. Schroeder stated that at the moment, Council membership is fairly well spread around <br />the City but none of the members live in the urban service area. It appears, however, that <br />there are no complaints about representation from the urban service area. <br /> <br />Discussion ensued about enlarging the Council; however, it was the consensus of the <br />Commi, Sion that there would be no reason to increase the number of Councilmembers until <br />the citizenry feels they are~being well represented. <br /> <br />Chairperzon Steffen felt it would be interesting to hear from the people who have run for <br />Council whether they won or lost. He would like to know if they considered campaigning <br />expensive, if citizens expressed more concern about City-wide issues or neighborhood <br />issues and if the citizens felt they are well represented. <br /> <br />Consensus of the Charter was to table this discussion. There are new members joining the <br />Comm~sion and it would be interesting to receive their opinions. <br /> <br />Case 05: Update on New Membership <br /> <br />Recording $ccr?tary Thieling stated that Council interviews the candidates for Charter and <br />that the~ intm'vlews will be conducted prior to a Council meeting some time before the next <br />Charter Commission meeting. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Nelson to adjourn the <br />meeting. <br /> <br />Motion carried. Voting Yes: Chairperson Steffen, Commissioners Donovan and Nelson. <br />Voting No: None.
