<br />. <br />CITY COUNCIL WORK SESSION <br />Topic Report: Lower Rum River Water <br />management Organization Joint Power <br />. Agreement . <br />By: Steven Jankowski, City Engineer <br /> <br /> <br />.~ <br /> <br />Background: <br /> <br />The LowerRum River Water Management Organization (LRRWMO) was organized under a <br />joint power agreement by the communities of Andover, Anoka, Coon Rapids and Ramsey in <br />1985 in response to section 103B of the state statutes. This statute requires all watersheds located <br />within the seven county metropolitan area to form watershed districts or water management <br />organizations for the. purposes of managing the water resources within the basin. The water <br />management. organization has a similar function to a watershed district and is funded by <br />contributions from member cities as opposed to watershed districts which have direct levy <br />power. . <br /> <br />The joint powers agreement term under which the LRRWMO operated expired on January 1, <br />2005, however, unaware of this fact, the Organization has continued to act and exercise its <br />powers and duties since that date. It has been the intent of the City that the Commission <br />continues to act asa watershed management organization for the Lower Rum River Watershed <br />since the organization has been referenced in City documents relating to development proposals <br />throughout this interim period. <br /> <br />This item was presented as a consent agenda case on October 9, 2007, however, was removed <br />from the agenda so that this issue could be discussed in a work session' format. The City <br />Engineer will make a presentation at the work session outlining the functions and activities ofthe <br />organization. <br /> <br />Attachments: <br />. A resolution amending the Joint Powers Agreement for the creation of the Lower Rum River <br />Water Management Organization and ratifying acts thereof <br />.
