I <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Jankowski stated if there was going to be a profit motive, the City should collect some <br />money to cover it's costs. <br /> <br />Mayor Oilbertson agreed that when a property is subdivided, the property owner is the <br />benefittedpaxty. <br /> <br />Mr. Trowbridge stated this is a financial burden to him and he will not be able to recoup the <br />costs. <br /> <br />Councilmember Zimmerman felt that Mr. Trowbridge's request is reasonable. <br /> <br />City Adminisltator Schroeder stated that if a property owner is to benefit from something <br />the publierhas provided, the public should be able to recover some of the costs. He felt Mr. <br />Trowbridge's situation is the same as that of Sharon Lee. <br /> <br />Mr. Trowbridge stated that the City's cost is $16,000, the other cost was incurred by the <br />developer. <br /> <br />Mr. Schroeder stated that the City put in public improvements such as new curb and gutter <br />and water and sewer lines, etc. <br /> <br />Consensus of the Committee was to recommend that Council reaffh'm the existing policy <br />for assist, g individuals with hook-up charges to water and sewer utilities receiving <br />availabillt}, from subdivision extensions. However, the same financing accommodations <br />would be extended as in the case of the Sharon Lee Addition. <br /> <br />Case #1: Culvert Repair Policy <br /> <br />City Engineer Jankowski stated that right now the City does not have a formal policy for <br />the mainie~a~ ante of culverts. He stated City Code only briefly addresses the requirement of <br />culverts aad Staff believes it would be helpful to develop a written policy to address the <br />responsibffifies that arise concerning this issue. He suggested that City shall be responsible <br />for the maintenance and cleaning of culverts which cross City streets. The property owner <br />shall be rO~ponsible for the cost of installing and maintaining any culvert which provides <br />access to;his property. The City will accept the responsibility for cleaning ditches between <br />culverts and the Public Works Supervisor should be given the authorization to require any <br />homeowngr to install, repair or maintain their culvert. <br /> <br />Consensus of the Committee was that Staff should prepare the policy and place it on the <br />next City .Council meeting for discussion. <br /> <br />Case //2: Public Improvement Assessment Policy <br /> <br />Discussed together with Case #3. <br /> <br />Case #3: Infrastructure Impact Fees <br /> <br />City Engineer Jankowski stated that Case #'s 2 and 3 are both related to assessment <br />policies for various improvements. Case #2 deals with how to collect fees for <br />improvements already in place. He stated it would be beneficial to bring all the City's <br />improvement policies up to date.
