Case # ~ ADOPT ORDINANCES TO AME14D HOUSING MAINTENANCE STANDARDS AND LICENSING REQUIREMENTS FOR RENTAL HOUSING By.: Sylvia Frolik, Community Development Director Amy Geisler, Associate Planner Background: In 2002, the City Council directed staff to review and update City Code as it relates to the maintenance of all housing in the City of Ramsey, as well as the licensing of rental housing. The Ramsey Housing Committee has reviewed the draft amendments to City Code and forwarded it to the City Council for review. The following items are enclosed for your information: a) Draft Housing Maintenance Ordinance b) Draft RentalHousing Licensing Ordinance Observations: As you recall, the City Council formally introduced both ordinances at the July 8, 2003 Council meeting. They are now ready for adoption. Both ordinances will take effect 30 days after passage and publication, but the Rental Licensing ordinance will not be fully implemented by staff until January 2004. The Rental Licensing Fee will be included on the 2004 Rates, Fees, and Charges Schedule. Recommendation: CiW Staff recommends adoption of the proposed ordinances. Action: Motion by Councilmember and seconded by Councilmember to adopt the proposed ordinance to amend Section 8.60 (Residential Housing Standards) and repeal Section 8.61 (Multiple Dwellings) of City Code regarding housing maintenance. Motion by Councilmember and seconded by Councilmember to adopt the proposed ordinance to amend City Code with the addition of Section 7.15 (Rental Residential Dwelling Units) of City Code regarding the licensing of rental housing.
