Conditional use p~ermits shall not be granted when it appears to the Council <br />that the proposed home occupation will constitute a fire hazard to <br />neighboring residences, will adversely affect neighboring property values, <br />or will constitute a nuisance or otherwise be detrimental to the neighbors <br />because of excessive traffic, excessive noise, odors or other circtimstances. <br /> <br />In order to guarantee that a home occupation, once authorized, will not <br />become a nuisance to the neighbors or otherwise violate these guidelines, <br />the Planning Commission may recommend and the Council may impose, <br />reasonable conditions necessary to protect the public health, safety, and <br />welfare. · <br /> <br />An applicant for a conditional use permit must reside at the location of the <br />proposed home occupation. <br /> <br /> Subd. 3. Garage Sales, Consignment, and Bo,tiques, n. Garage <br />sales, consignments and boutiques are permitted without special permit provided they meet the <br />following standards: <br /> <br />1. Sales last no longer than three five.(g_5) days. <br /> <br />2. Sales are held no more than twice yearly. <br /> <br />Sales are conducted on the owner's property. Multiple family sales <br />are permitted if they are held on the property of one of the <br />participants. <br /> <br />4. <br /> <br />6. Directional signs may be placed on the street right-of-way. <br /> <br />All directional and advertising signs shall be freeStanding and <br />removed within 24 hours after completion of the sale. <br /> <br />All directional and advertising signs placed on private property shall <br />have the owner's permission. <br /> <br />No directional or advertising sign may be larger than two feet by <br />three feet (2'x3'). <br /> <br /> Subd. 3. Inspections. There may be one annual inspection each year by <br />the Administrator of any property covered by a conditional use permit. In addition, the <br />Administrator, or their designee, shall have the right at any time, upon reasonable request, to <br />enter and inspect the premises covered by said permit for safety and compliance purposes. <br /> <br /> Subd. 4. Cond:,ticnal UseHome Oecnpation Permits. Ccndit]ona! <br />aseHome occupatio..n, permits =o-ranted by this Section shall be temporary in nature and shall be <br />granted to a designated person who resides at a residential address.
