Restored areas shall be surfaced with a soil of a quality at least equal to the <br />topsoil of land area, s immediately surrounding the work site, and to a depth <br />of at least six inches. The topsoil shall be seeded, sodded, or planted with <br />grasses. Trees and. shrubs may also be planted but not as a substitute for <br />grasses. Such planting shall adequately retard soil erosion. <br /> <br />do <br /> <br />The finished grade shall be such that it will not adversely affect the <br />surrounding land or future development of the work site and shall be <br />consistent with the end use plan. <br /> <br />Within thirty (30) days after the deposit of approved fill materials, the filled <br />area shall be covered with a minimum of six (6) inches clean fill, and the <br />depth of the fill shall be controlled 'to blend with the surrounding ground <br />conditions. <br /> <br /> Subd. 12. Existing Operations. Existing grading, mining and filling <br />operations Shall comply with these provisions within 180 days following the effective date of this <br />City Code. ' ' <br /> <br />9.11.13 Adult Uses <br /> <br /> Subd. 1. Purpose. The nature of adult uses is such that they are recognized <br />as having adverse secondary characteristics, particularly when they are accessible to minors and <br />located near residential property or related residential uses such as schools, day care centers, <br />libraries or parks. Furthermore, the concentration of adult uses has an adverse effect upon the <br />use and enjoyment 0f adjacent areas. The nature of adult uses requires that they not be allowed <br />within certain zoning districts, or within minimum distances from each other or residential uses. <br />Special regulation of adult uses is- necessary to ensure that the adverse secondary effects would <br />not contribute or enhance criminal activity in the area of such uses nor will it contribute to the <br />blighting or downgrading of the surrounding property and lessening of its value. <br /> <br /> Subd. 2. General. Adult uses as defined in this Chapter shall be subject to <br />the following general provisions: <br /> <br />a. Activities classified as obscene are not permitted and are prohibited. <br /> <br />Adult uses, either principal or accessory, shall be prohibited from locating in <br />any building which is also utilized for residential purposes. <br /> <br />Adult uses, either principal or accessory, shall be prohibited from locating in <br />any place which is also used to dispense or consume alcoholic beverages. <br /> <br />An adult'use which does not qualify, as an accessory use .pursuant to <br />Subdivision 4.a. of this sub-section, shall be classified as an adult use - <br />principal. <br /> <br />Subd. 3. <br /> <br />Adult Uses - Principal <br /> <br />Adult use-principal shall be located at least 1,000 radial feet, as measured in <br />a straight line from the closest point of the property, line of the building upon <br />which the adult use-principal is located to the property line of: <br /> 24 <br /> <br /> <br />
