INTRODUCTION OF TE[E TOWN CENTER ZONENG DISTRICT <br />By: Patrick Trudgeon, AICP, <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />City Staff along with the Town Center Task Force and Planning Commission have been <br />working on a new zoning district for the Ramsey Town. Center during the past year. The <br />new district, entitled Town Center Zoning District will cover the area to be developed as <br />the Ramsey Town Center. The Town Center Zoning-District will govern the type and <br />intensity of uses within the Ramsey Town Center development. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />o) <br />d) <br /> <br />Proposed Town Center Zoning District Ordinance <br />Proposed Town Center Sub-Districts Map <br />Draft Town Master Plan Document dated July 2, 2003 <br />Draft Town Center Development Guidelines dated July 2, 2003 <br /> <br />Notification: <br /> <br />The Planning Commission previously held a public hearing on the language at the May 1, <br />2003, June 5, 2003, and July 10, 2003 Planning Commission meetings. Notification of <br />the public hearing on the Town Center Zoning District mailed again to residents within <br />700 feet of the property for the public hearings. <br /> <br />Observations: <br /> <br />The Town Center Zoning District is being proposed to apply to the 'land being developed <br />as the Ramsey Town Center and additional land west of Armstrong that was designated <br />as mixed-use on the Comprehensive Plan. The Town Center District is comprised of a <br />number of distinct Sub-Districts intended to define the type and intensity of uses, location <br />of amenities and overall character of development. The sub-distrScts are as follows: <br /> <br />· Mixed-Use Core Sub-District - "TCq." The Mixed-Use Core Sub-District is <br /> intended to pro.vide a rrfix of residential, retail, service, professional, community <br /> service, recreational and similar uses near, and with_in easy walking distance of the <br /> t~ansit station. Vertically-integrated mixed use projects with retail, restaurant and <br /> service uses, especially at corner locations, are strongly encouraged. EaCh block <br /> within the TC-1 Sub-District shall include at. least two of the following uses: <br /> commercial, Office, civic and/or residential use. A minimum residential density of <br /> 15 units per acre in the TC-1 Sub-district is intended to provide the population' <br /> necessary to facilitate transit oriented development. <br /> <br />· Commercial Sub-District - "TC-2" The TC-2 Commercial Sub-District is <br /> designated to provide a locatiori for retail commercial buildings and site designs <br /> <br />-443- <br /> <br /> <br />
