CASE <br /> <br />PARKING LOT CONSTRUCTION FOR ELMCREST PARK <br /> By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As the Finance Committee is aware, the 2003 Parks Capital Improvement program proposes <br />$215,000 for the creation of parking lots and the extension of the neighborhood street as a park <br />drive into Elmcrest Park. <br /> <br />In April of this year, the Park and Recreation Commission held a work session following the <br />Commission's regular April meeting for the purpose of refining various layouts and concepts for <br />Elmcrest Park's parking lots and park drive. Those modifications were incorporated into the <br />revised concept plan. <br /> <br />Following the Commissions review, Staff met with the Ramsey Youth Athletic Association to <br />gain additional input. Parking configurations and the number of spaces were further modified as <br />a result. Review with the Police Chief also resulted in a change to the final draft of Elmcrest's <br />parking plan. <br /> <br />At the Park Commissions May 2003 meeting, the Commission recommended Council approve <br />the final draft plan, authorize a portion of the 2003 CIP for design and engineering as well as <br />proceed to advertise for bids. <br /> <br />On June l0th, 2003 the Park and Recreation Commission invited City Council to meet at <br />Elmcrest Park to discuss moving forward with development of the parking lots. The consensus <br />by those in attendance was to proceed with the preparation of plans and specs. <br /> <br />Observations: <br /> <br />As the Committee is aware, a shift in priority seems to have occurred with regard to the access to <br />Elmcrest. Earlier City Council authorized a condenmation action for routing the access east to <br />T.H. #47 to aid in land purchase negotiations. <br /> <br />Since then, the City has recognized the economic development value as well as the improved <br />safety aspects of a northerly connection to 167th Avenue in contrast to the T.H.#47 route. <br /> <br />One outcome of the June Park Commission meeting was a recommendation that City Council <br />proceed as necessary with development of City Street from 167th Avenue, south to meet Elmcrest <br />Park. This project is not proposed as part of this park development project. <br /> <br />Attached is a copy of the proposed plan for Elmcrest's parking lot construction project. A <br />review of the proposed plan will be conducted at the meeting. Also, attached is an estimate of <br />the expected costs. <br /> <br /> <br />
