Elmcrest Park Parking and Access Street Development <br /> Joint City Council and Park and Recreation Commission meeting, June 12, 2003 <br /> <br />The following summarizes the proposed scope of work and estimated costs associated <br />with Elmcrest Park's parking lot and access road development. <br /> <br />As Council and the Commission may recall, the City has stated to the residents in the <br />vicinity of Elmcrest that the park will not be available for organized soccer use until such <br />time as .an alternative access is provided in addition to the neighborhood entrance at <br />Uranium Street. At the same time, RYAA is requesting that this park space be made <br />available as soon as the spring of 2004. <br /> <br />In order to address these issues, the Parks Capital Improvement Program proposes the <br />construction of parking, park drive and street connection to 167th Avenue or T.H. #47 in <br />2003. Therefore the process to prepare plans and specifications, and let bids for the <br />project, must occur very soon if the work is to be substantially complete this fall. <br /> <br />This site is somewhat unique for Ramsey in that the park is almost entirely clay soils. It is <br />for this reason that many construction related costs are slightly higher than customary for <br />Ramsey. It is also staff's recommendation that even if the proposed parking and drive <br />surfaces would be ready for paving this year, that this activity not be undertaken, until <br />after the winter freeze/thaw and related settling period. <br /> <br />Below are the estimated costs of the elements discussed above: <br /> <br />20 acres seeding and restoration ~ $2,900 per acre $ 58,000 <br />This price includes storm water ponds that may be necessary and require <br />Specialized seed mix 's . <br /> <br />10,550 lineal feet of 8' foot bituminous path at $16 per foot <br />l0 'foot wide paths should be considered at a greater cost of about 20% <br /> <br />$ 168,800 <br /> <br />134,736 Sq. feet of parking lot pavement at $2.50 per foot <br />All estimated costs absorb the associated grading expenses <br /> <br />$ 336,840 <br /> <br />4,812 lineal feet of B6 12 concrete curb at $10 per foot $ 48,120 <br />AH Parking lots, round-abbots and the park drive areas that have single <br />loaded parking has concrete curb <br /> <br /> <br />
