PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, January 12, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />comment regarding Improvement Project 4/92-21 - Bituminous surfacing of service road <br />adjacent to Tom Thumb Market at 14911 Ramsey Boulevard N.W. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Mayor James Gilbertson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Acting Mayor Councilmember Peterson called the public hearing to order at 7:32 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Tom Chesney, 2254 Stinson Parkway, Minneapolis, representing Tom Thumb, stated he is <br />in favor of the project. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that Improvement Project//92-21 includes bituminous <br />surfacing, of 360' of the frontage road on the east side of Ramsey Boulevard from 149th <br />Avenue N.W. providing access to the Tom Thumb Market and another vacant property to <br />the north. Bituminous curbing will be installed on the new part of the roadway. <br />Subsequent to paving, the plan is to restore the turfed area with black dirt, fertilizer, seed <br />and mulch, The construction cost will be approximately $9,000. The total cost for the <br />project is! estimated at $11,721. This would be divided between the two properties and <br />payable, with interest, over a 10 year period. The amount would equal $873 annually. <br />Mr. Jankowski stated that 60 days from the public hearing, Council may order the project <br />and the construction could proceed later this spring if no petition opposing the project is <br />received. <br /> <br />Councilmember Hardin inquired why not concrete curbing. <br /> <br />Mr. Jankowski stated that bituminous curbing is more consistent with rural road sections. <br /> <br />Councilmember Hardin stated he is concerned if the City requires property owners to install <br />concrete c~bing. <br /> <br />Public Hearing/City Council/January 12, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
