South from 171st Avenue N.W. to the Northern boundary <br />of Trott Brook Ridge Addition). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />Mayor Gilbertson called the public heating to order at 7:49 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski showed overheads of the proposed project. Bison Street N.W. is <br />presently Sand and gravel, is approximately 21 to 26' wide, and a portion of the road is not <br />within the right-of-way. There are two properties bordered by where the proposed road is <br />now. The two owners quit-claimed 35' to each other for access. The parcels divided off <br />and the City began to maintain the road next to the properties. The City has access to the <br />right-of-way by virtue of the State Statutes whereby the road can be declared public <br />property;if it is publicly maintained for six years. There were several subdivisions platted, <br />the right~of-way was dedicated in the location where it was intended to be, and the City has <br />entered into an agreement with one of the owners. The City has title to all but 350' of the <br />southern most end of Bison Street N.W. The improvements proposed include, on the <br />norther, n.. portion, returning the roadway to the center of the right-of-way. We are also <br />proposing the road be a 24' paved bituminous roadway with the base score having four <br />foot shoulders. Twenty-four feet is a low cost alternative to getting this road paved. On <br />the southern portion of the project, the City proposes to construct the street as a through <br />street to ~the Trott Brook subdivision. Mr. Jankowski stated he has chosen to prepare the <br />feasibility study as though the street is in keeping with Planning and Zoning's <br />recommendation at the time Trott Brook platted. A through street will eliminate two cul-de- <br />sacs which are in excess of City standards for length. The residents south of 171 st Avenue <br />N.W. have expressed a desire to have the road remain a dead end. The southern 150' <br />would have to be acquired. Mr. Jankowski commented that his cost included the amount to <br />cover the acquisition. The cost associated with the northern project is $35,100 ($27,000 <br />construction costs). The cost per parcel is $747.
