I
I
I
I
I
I
le
I
I
I
I
I
I
:.

He asked that the City leave the road in the configuration it's been in for the past 26 years.
He add ~e~:l he "doesn't buy the argument of increased traffic".

Tim Dusbabek, 7821 - 171st Avenue N.W., Ramsey, stated the City is growing and
development is taking place off of Bison Street N.W. He stated he's in the neighborhood
abutting Bison Street N.W. and since that is not a through street, the traffic from Dellwood
comes tttrough. There were no problems prior to the development of Dellwood Hills or
Trott Bi'ook. He stated about four years ago when Dellwood Hills was proposed, he was
concerrled where the traffic would go - the same place the Bison Street residents take -
through a neighborhood. We (representing 23 families) sent in three petitions expressing
concern about needing another route to take the traffic south. City Council at that time,
appeasettour concerns by saying Trott Brook would tie up with Bison Street which would
take the pressures off our neighborhood. We don't mind some increased traffic but our
neighbor-hood shouldn't have to bear the burden of the total increase in traffic. He added
there has been animosity between our neighborhood and the Bison Street residents. The
people 6n BiSOn Street wanting to keep it a cul-de-sac should leave it up to the developers.
(To the Council) - you represent the City of Ramsey, there are rules and regulations in
place, ordinances in place, etc. I believe it's important you heavily consider the ordinance,
etc. instead of showing favor.

Chris Hampton, 17080 Bison Street N.W., Ramsey, stated he chose to go with the people
on the south side, against opening the road. I'm not involved in the disputes but if
residents'of Bison Street are driving through the development, 171st Avenue should be
blocked~ and'only Bison Street residents drive on Bison Street. He stated he was "hit in
Champlitl for 6,000 feet of road, then City sewer and water" and he doesn't want that to
happen .again. He stated he is concerned about children's safety and is opposed to the
opening:up of the street.

Resident, 17060 Bison Street N.W., Ramsey stated he moved to his home the end of
September. He was drawn to Bison Street N.W. because of the dead end and he'd like to
keep it as is, not paved, etc. He inquired what it would help to open up the end of the
street. He stated he can't see who's going to drive out of their way to come up on Bison
Street. He stated he would protest opening up the street.

Resident, 17200 Bison Street N.W., Ramsey, stated that he owns parcel #3 and 4, not
Dellwood Construction as is shown on the map. He stated that this should change the
number Of lots to assess from seven to six.

Mr. Jankowski stated that the assessment is for each lot that's buildable.

Mr. Anderley asked why the properties in Dellwood aren't equally assessed.

Mr. Jankowsld stated that Dellwood paved the road they dedicated. Trott Brook paved up
to the end of their lot.

Ma.yor Gilbertson suggested calling a special meeting to discuss these improvement
projects.

City Administrator Schroeder stated that five people have said they'd be in favor of a cul-
de-sac. Council has the options of 1) pave Bison Street N.W. as a through street; 2) pave
the cul-d~sac; or 3) let lie as is. He stated it seems to him that the City prefers a through
street but if that's not possible, a paved cul-de-sac would be better than a dirt cul-de-sac.

Mr. Anderley expressed his concern for his 34 pine trees on his property.

Public Hearing - Bison St./City Council/February 9, 1993
Page 3 of 4
