PUBLIC HEARING <br /> CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, March 23, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />comments regarding snowmobiling within the City. <br /> <br /> Mayor James Gilbertson <br />Members Present: <br /> Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Councilmember Gerald Zimmerman <br /> <br />Also Present: City Administrator Ryan Schroeder <br /> Finance Officer Sandra Ashley Helling <br /> City Engineer Steve Jankowski <br /> Zoning Officer Sylvia Frolik <br /> City Attorney <br /> William <br /> Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:15 p.m. <br /> <br />PRESENTATION <br /> <br />Police Chief Auspos stated the purpose of this public hearing is to solicit input from the <br />residents with regard to snowmobiling within the City of Ramsey. <br /> <br />CITIZEN INPUT <br /> <br />Ken Laws, 14346 Nowthen Boulevard N.W., Ramsey, stated that he has had problems the <br />past several years with snowmobilers taking access to his private property. He stated they <br />drive across his lawn and the lawns of his rental property. He explained the fenced area <br />outside of the water tower belongs to him and stated he was subject to condemnation in <br />order for the City to get the property the water tower is on. He asked for a commercial sign <br />specifying that beyond the fenced area is private property. He expressed concern that the <br />snowmobilers go in between the cars at the intersection of Highway #47 and County Road <br />#5 and feared someone would killed. He concluded by saying that if the snowmobilers <br /> get <br />rode where they are supposed to, it wouldn't be so bad. <br /> <br />Mayor Gilbertson stated it is not illegal to ride on County easements. <br /> <br />John Nord, Anoka-Ramsey Sports Center, Ramsey, stated there are a lot of snowmobilers <br />at this meeting and they would not justify riding where they shouldn't be. He stated he has <br />volunteered the use of a snowmobile to the Police Department but he's been told there is <br />not enough money to pay for extra patrol. He felt if he was willing to donate a $15,000 <br />snowmobile, the City Council should allocate dollars to assist in patrolling this problem. <br /> <br />Mayor Gilbertson stated the City is looking at all the aspects.
