CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, July 27, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilrnember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Glen Hardin <br /> <br />Also Pre~nt: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbemon called the regular City Council meeting to order at 7:10 p.m. and led in <br />the Pledge ~f Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Rod Caouette, 17320 Driscoll Street N.W., Ramsey, stated there has been a lot of <br />vandalismidone to his mail box and he is under the impression it is a federal crime to <br />intentio..nal!y damage a mail box. He feels his box is targeted and he has placed an alarm on <br />his mtul box. He has called the police on this issue and they have said it's not a public <br />offense. H~ also asked the police to talk to the neighborhood "kids". He added that he has <br />also comp ~'lained to the Chief of Police about police officers sitting at Perkins taking a <br />break. He felt people didn't need breaks. He stated that the Chief has told him his opinion <br />is stupid. <br /> <br />Police Chief Auspos stated he feels people deserve breaks but that they should not spend an <br />inordinat~ amount of time at Perkins. He apologized to Mr. Caouette if he had offended <br />him. With~,regard to damage to a mail box being a federal offense, he (Chief Auspos) <br />spoke with lhe Postmaster and they refer the damages to the local police department. It is a <br />violation btlt if it went to Federal court, it would be put on the "back burner". <br /> <br />Mr. Caouette stated he wants someone to "knock on doors" and just let the neighborhood <br />know there is a definite problem. <br /> <br />Chief AusP0s agreed that it is a frustrating situation but felt it might be a better idea to talk <br />to the "lddS'! in the neighborhood. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the <br />agenda as p~sented. <br /> <br />City Council/July 27, 1993 <br /> Page 2 of 11 <br /> <br /> <br />
