I <br />! <br /> <br />Council!~!c~ tuber Zimmerman felt that the City would want the money back in full, but <br />maybe after five or 10 years. <br /> <br />Mayor Gtlbertson stated it should be an "easy payment plan". <br /> <br />Mr. Schroed~ agreed that the City should try to recover all costs. <br /> <br />Counoiln~ember Hardin stated he would like to see two different scenarios based on what <br />our priorifiesare. He suggested maybe offering money to "clean up" Highway gl0 at 0% <br />interest, -A real estate expansion would be at the City's cost. He suggested having a <br />program tm' new or existing businesses and also a rehabilitation program. The rehab <br />program e,~uld be for the Highway #10 area and also the industrial area. <br /> <br />Couneiln!e. tuber Zimmerman felt that once the rehab was done in the Highway #10 area, <br />they may lhave the ability to pay the City back more easily than Danny's for example. <br /> <br />Mayor Oilbertson felt that two different funding programs gave more flexibility. He <br />inquired Of the time frame expected for the programs to "happen". <br /> <br />Mr. Schr0eder expected it will take a couple of months. He stated he would like to work <br />out something with the Anoka Economic Development Partnership. <br /> <br />AUTHORITY INPUT <br /> <br />1) Anoka County Fair <br /> <br />Councilmen. mber Peterson stated he has been approached by one of the members of the <br />Anoka COunty Fair Board about possibly moving the fairgrounds to Ramsey. They do not <br />want to plY anY taxes but they figure they bring in $2.5 million to Anoka. He suggested <br />maybe ~l~y would allow the City to store some of it's equipment in their buildings. He <br />stated thal~ the fair board is a non-profit organization. <br /> <br />City Administrator Schroeder inquired if they would make payments to the City in lieu of <br />taxes. <br /> <br />Councilrncmber Peterson offered to set up a meeting with Council, Staff and the fair board. <br /> <br />Councilmember Hardin suggesting leasing City-owned land for the fairgrounds. <br /> <br />Mayor Oi!bertson felt that was a good idea and mentioned a price of $12,000 a year. <br /> <br />Different _!and:options were discussed. Councilmember Peterson stated they do not want to <br />be locate6on County land. Councilmember Zimmerman stated people would be opposed <br />to having the fair too near residential areas. <br /> <br />Councilmember Peterson inquired if the county fair would actually be an asset to the City <br />of Ramsey. <br /> <br />Councilm0,mber Hardin felt that it probably would not be a big asset for the City especially <br />since we do not have a lot of suppliers.
