I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> <br /> PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, October 12, 1993, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />regarding;the.proposed assessment for Improvement Project g92-13 (Extension of sanitary <br />sewer along the west side of CSAH #5 (Nowthen Boulevard N.W.) to service the PIN's <br />25-32-25,23-0005 and 25-32-25-23-0006). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Couneilmember Kenneth Peterson <br />Couneilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Oilbertson called the public heating to order at 7:14 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated there are two properties being assessed for Improvement <br />Project ~92-13, Benjamin Deemer and Gerald Root. The City is planning to assess the <br />total project cost of $38,462. $13,849 will be assessed to Mr. Deemer and $24,612 will be <br />assessed to Mx. and Mrs. Gerald Root. <br /> <br />CITIZEN INPUT <br /> <br />Ben Deemer, 25-32-25-23-0005, stated he is not arguing about being assessed. He just <br />wanted to know how the City arrived at the figures it did. <br /> <br />City Engineer Jankowski stated that the City extended sanitary sewer to the two properties, <br />then divided the amount by a percentage based upon area of property benefitted. The lateral <br />benefit of:the watermain was based upon a per foot unit as listed in the feasibility study. <br />The trunk water and sewer charges were based on an amount per acre for commercial and <br />multi-family and industrial area. These are the standard City charges. <br /> <br />Mr. Deemer inquired why an 8" water line is used when a 6" would be sufficient. <br /> <br />Mr. Jankowsld replied that a 6" water line is the smallest size to legally feed a fh'e hydrant <br />and his contention is that a 6" line should only be allowed on dead-end lines. He felt the <br />larger line is needed to strengthen the loop. He added that an 8" should be considered an <br />average-sized main. The City's trunk charge is based upon a set dollar amount per acre <br />unit price;! $544 per acre for water and $1,263 per acre for sewer. Mr. Jankowski stated he <br />had received a letter from the Root's, 25-32-25-23-0006, expressing that the assessed <br />amount of $24,304.99 will not improve their property value by that much.
