PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Rams, y City Council conducted a public hearing on Tuesday, October 12, 1993, at the <br />Ramsey .Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />regarding the proposed assessment for Improvement Project g93-03 (Sealcoadng and crack <br />filling imp~vements to Oakridge Estates Addition). <br /> <br />Membem Present: <br /> <br />Mayor James Gilbenson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilrnember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowsld <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor G-ilbenson called the public hearing to order at 7:57 p.m. <br /> <br />PRESENTATION <br /> <br />City Engioeer Jankowski stated that the total assessment is $10,637 and is divided among <br />50 properties for a per unit charge of $212.74. <br /> <br />CITIZEN INPUT <br /> <br />Cindy Lehman, 16340 Hedgehog Street N.W., Ramsey, felt the workmanship was poor. <br />There were a lot of cracks in the street that were not even addressed and the rock sweeping <br />was delayed. She felt the rocks could have caused a serious accident. She felt that because <br />of the poor quality of the work, this project may have to be done again in a couple of years. <br /> <br />Mayor Oilbertson expressed concern about the contractor. <br /> <br />Councilmember Peterson stated it is the City's intention that this improvement will last five <br />to seven years. <br /> <br />Mr. Jank0wski stated the goal of the improvement is to eliminate pot holes and he <br />anticipated the City would get seven years out of the sealcoat. <br /> <br />Councilmember Peterson stated a letter was received inquiring about the eight percent <br />interest. <br /> <br />Hnance Officer Hart stated that the policy is to charge two percent above the prime interest <br />rate and the prime is still at six percent.
