Sentative from ACE stated that it costs more to provide the recycling service than <br />the company gets for the recycling. He stated he is in a position to provide his customers <br />with the~recyeling service or to provide the City's entire contract. <br /> <br />Councilmember Peterson suggested keeping the garbage and recycling day the same. <br /> <br />Andy from ACE stated that he would provide the recycling service every other week. <br /> <br />The representative from Peterson Brothers cautioned that there would be twice as many <br />garbage trucks on the street and he felt this would not be efficient whereas organized <br />collection, would be one truck in one area. He also expressed concern about "running the <br />little guy out of business". <br /> <br />Councilmember Hardin stated that the advantage to the open haulers is if a resident is <br />dissatisfied with their hauler, they can opt to go with another company. <br /> <br />Mr. Gromberg stated that it also encourages competitive prices. <br /> <br />Councilr%mber Hardin questioned if each of the haulers currently licensed in Ramsey is <br />able to provide the recycling service. <br /> <br />Councilmember Peterson inquired what increase the consumer would see if recycling was <br />added to their refuse bill. <br /> <br />Andy from ACE replied about $1.10 per month, minus any subsidies. <br /> <br />The repreSentative from Peterson Brothers stated he would like to see the City leave the <br />recyclingitmder contract. He felt anything else would be a step backward. He suggested <br />organized h~auling would offer the City the "best of both worlds". <br /> <br />Discussion ensued regarding the services and also billing for such services. <br /> <br />Consensus -of the Council was that there would be no change in the way solid waste pick- <br />up is handled. With regard to recycling, the change would be to mandate that the licensed <br />haulers also collect the recycling materials. Also, consensus of the Council was to discuss <br />the billing for these services with Anoka Electric Cooperative. Council felt that the haulers <br />needed a year to prepare for this change.
