PW CASE

INSTAI~LATION OF SIDEWALK ON 145TM LANE AND 146TM AVENUE
By: Steven J. Jankowski, City Engineer

Background~

With the recent approval of the Village of Stmfish Lake subdivision, it was decided that a
sidewalk wo~d bP placed along the north side of 145th Lane in lieu of an 8~foot bituminous trail
along thc reap, or,ese properties that was originally proposed by the developer. In addition, the
sidewalk which ~ill be installed on the south side of 146th Avenue through the Village of
Sunfish Lake ~il! also need to be extended past three existing lots to connect to the existing
sidewalk on P~ota~sium Street. The purpose of this case is intended to outline the process for
effecting this ~mp~ovement and address several issues regarding this project.

Pro,iect Sche~lule: The anticipated project schedule is anticipated as follows:

Perfor~n sttrvey work
Present plhns and specs, to Council, authorize bids
Hold i[nformational meeting with residents
o
Rece~3e bids, award contracts
Beginlrertiovals
Instat~ sidewalk, drive aprons
Repaii' dri~ves, restore turf and landscaping

Week of June 23, 2003
July 22, 2003
Week of August 4, 2003
August 12, 2003
Week of August 18, 2003
Week of August 25, 2003
Week of September 8, 2003

(1)
(2)
(3)
(4)
(5)
(6)
(7)

Pro,iect Cost~ Attached to this case is a detailed estimate of the construction cost of $78,020. In
addition, a rni~im~al overhead of 15% has been estimated to cover design, inspections, and
contingencie~ foria total project cost of $89,723.

The 1st phase iof ~he Village of Sunfish Lake has generated $19,475 in trail fees (41 lots x
$475/lot), bu~was credited $2,842 for completing trail segments along Sunwood Drive beyond
the boundarie~ o~the subdivision. Future phases of this subdivision will generate an additional
$35,150 in tr~iil f6es (75 additional lots). Thus, there would be an estimated shortfall of $47,940
from what thii subdivision will contribute.

The project O~erhead of $11,703 is a "soft' cost and could be absorbed by the engineering
department. The ~ngineering staff has also approached the grading contractor, Bolander
Construction,~[whO is agreeable toward performing the removals and grading as partial payment
for borrow material located in Alpine Park (Bolander will pay $1 per yard, plus perform the
sidewalk rembvals). This represents an estimated value of $7,870.
