If memory serves, the <br />last fundingicy41e had less dollars available but received over 1,700 separate proposals. The <br />requests for fun~ling are fierce. W!th City Council's conceptual approval, Staff intends to submit <br />up to three l:kop~sals for L.C.M.R. s consideration. A rough outline of the three project proposals <br />and objectives ii~ attached. At this time, capital expenditures by the City are not expected to be <br />included in [he ~roposals. Costs have not been assigned to the individual initiatives as of this <br />writing; more inf~ormation will be available at the meeting. <br /> <br />Attached foV~yotlr rewew is L.C.M.R. Request for Proposal Number V. <br />Environmcn~l Education (E.E.) and Outdoor Recreation Facility <br /> <br />I. WaS~ Management Recreation Area (North of the landfill and bordering Sunfish Lake <br /> Bouljeval;d N.W.) and the wetlands bordering the Ramsey Elementary School with a <br /> hand!caplaccessible trail connecting the elementary school and the Waste Management site. <br />Major cooPdratipg entities in this proposal would be Anoka-Hennepin School District #11 and <br />Waste Mana~erffent of Minnesota, Inc. <br /> <br />The proposal would include: <br /> <br />-- Land acqPisition. <br />-- Trail development linking the Ramsey Elementary School and the landfill recreation area, <br /> possi ~ly !includ!ng a culvert under Sunfish Lake Boulevard N.W. (similar to the one <br /> utiliz '~d ih River s Bend Park). <br />-- Sitinl of la satellite, multi-use environmental and historical learning center. <br />-- Deve!oprhent of Waste Management Air Stripping Water Treatment site for E.E. suitability. <br />-- Estal3Jish!ng native plantings. <br />-- Impl~,me0tation of E.E. and historical interpretation curriculum for Kindergarten through <br /> Grad~ 5, ~Ramsey Elementary School. <br />-- Recetwnt~ recommendanon from School D~strtct #11 and the Citizen Historical Committee <br /> for p~t)v~[~ng E.E. and h~stoncal lnterpretanon to the public. <br /> , <br />It would seetn to be a benefit to many to site Ramsey's old school on this property for use by <br />residents andlstudents as an E.E. and historical interpretive learning resource. <br /> a. Thais proposal could fund moving, restoration and site work associated with the old <br /> sohool house. <br /> b. There does not appear to be a current funding source for restoration or historical <br /> uge. <br /> c. The old school house is not in the most aesthetically pleasing location. <br /> d. While vandalism would remain a concern, a purpose for the building would assure <br /> maintenance and preservation. <br /> e. U[ilization of the old school house for this purpose would be exciting and learning <br /> conducive. <br /> <br />Anoka-Hennq, pin~School District #1 l's Science Consultant stated that the geographics and learning <br />opportunities[ pr{sented by the proximity of the Ramsey Elementary School, wetlands, native <br />prairies, oak ~ava~nah, and especially the landfill, presented a tremendous learning resource. <br /> <br />District #11 i~ c(:~Pperating in developing a Ramsey specific E.E. curriculum utilizing this site for <br />inclusion in (~ur ~roposal to L.C.M.R. <br /> [ <br /> <br /> <br />
