Schroeder, City Administrator <br />Backgroun~l~: '~ <br /> <br />At the Coung~ il 0aeeting of January 14, 1992, Councilmember Beyer provided input during the <br />Council m¢~ting[ that consent items should be informational only and that anything resulting in <br />subsequent ~urc§ases, or issues of the like, should be placed on the agenda as cases. I believe that <br />the concern ~s th~gt with limited time, if Council is not able to devote sufficient time to the agenda <br />materials p~ior ito the Council meeting, the consent items perceived as being of minimal <br />consequen~ma~, not receive sufficient review and therefore it is possible for action to occur that <br />Counc{l mayinot~be as apprised as should be. <br />AlternativelY~, I Would like to suggest that consent agendas can be used quite appropriately for <br />items which farelmore than just informational in nature. It is my experience that when Staff is <br />proposing ari iss~ue of little controversy and for which Staff feels a 5/0 vote will be received, it is <br />appropriate ~p place on the Consent Agenda knowing that if Staff called it wrong, Council can <br />remove the i~teni and place it on the agenda to discuss in more detail. Given Councilmember <br />Beyer's expr~sse};t~ concern, however, I think it is incumbent upon Staff to prepare consent items <br />other than th~ int~ormational items in the same format as is done in a regular case. There may be <br />other ideas bfoul~ht fi'om Council on how to provide additional notation within the consent portion <br />of the agend~to ~pecifically flag items that are not only for review but for adoption. <br />Additionallyi I b~elieve we have cleared up the issue of capital purchases by using the policy of <br />taking capit~l ptirchases to the Budget Committee prior to inclusion as a consent case on the <br />Council agedda. I Hopefnlly, the above will meet your expectations of a Consent Agenda.
