Add!triOnS~ Information for Case #4 - UTILIZATION OF CITY VEHICLES
To be!dil~trlbuted at the Budget Committee Meeting of January 28, 1992
By: Sandra Ashley Helling, Finance Officer

'r ~
Additional !BaCkground Information:

Since this d~ase! was written, additional information has been received. City Vehicle #705
(1986 Ford I~TDiCrown Victoria) is assigned to the Fire Department. Dave Griffin, Fire Chief,
has advised~l~el uses this vehicle to drive back and forth from his home to his place of
employment tand: for City business related travel (seminars, meetings, etc.). Our Fire Chief
responds (fr~m ~his office or home) directly to fire call locations in this vehicle and further
advises the ivel~icle is not used outside the City limits except for City business related
travel.

I contacted peter Tritz, League of Minnesota Cities Insurance Trust, and asked if there are
any coverag~e I~mitations or liability issues that might come into play in authorizing an
employee us'._e o~ a City vehicle for travel to/from work, etc. Basically, Mr. Tritz stated the
coverage foll~)ws'the vehicle. As long as the City has authorized the employee's personal use,
the City's c(~ver~ge is in effect. However, since this question has come up several times
recently, he lwillihave one of the researchers review their files for guidelines, claims and/or
general info.tmaiion. They will get back to me if this review results in suggestions or
recommendation~S.

Mr. Tritz did ca~ution that the IRS may view such travel to/from work authorization as a
fringe benefl{ roi the individual.
r

Review Ch~ckilst:
City Admini;traior
Finance OffiCer

Copies also distributed to:

City Engineer
Police Chief
Public Works Supervisor
Fire Chief
Personnel Coordinator
Administrative Coordinator

BC' 01/28/9~
