Case #8
Added 10/27/92

MUNICIPAL CENTER ROOF REPAIR
By: Sandra Ashley Helling, Finance Officer

Background:

Last week, the firefighters reported a leak, or actually leaks, in the roof of
the fire station. The "drips" have left white deposits on the fire vehicles,
and the s~an~ard elbow grease treatment has not proven totally effective in
removing ~he~. The fireflghters have relocated the vehicles and are using
tarps roi a~oid further spotting. Dan Bray, Building Maintenance, has
contactedlseVeral roofing companies for a diagnosis and repair proposal. To
this poin~ only one firm has responded.

Allstar C~nstruction has presented the City with a proposal to repair the
roof overF the fire station and hose tower by replacing the wet insulation
and reroo~ing using a rubber product rather than asphalt. The contractor will
warrant the !abor for ten years and material for fifteen years. The proposed
price is ~14,i847.00 and it may be withdrawn if not accepted within ten days -
or by Nov~n~er 2.

From timeI t~ time leaks have developed in the roof over the office area.
These leafs have been due to cracks in the asphalt, and Dan has repaired by
patching chem. Due to the size of the repair area, patching is not a viable
solution ~o ~he fire station roof problem.

Observations:

The 1992 !budget for building maintenance included $10,000 for Municipal
Center rouf repair. Dan ~s following up w~th the other contractors to obtain
additiona~ b~ds, and it is hoped one or more proposals will be received at an
amount closer to the budget amount. But in any case, this repair is a high
priority Stem as if the saturated insulation is allowed to freeze, we will
have even imo~e problems when a thaw occurs.

Staff ~ec~mmendation:

Authorizel th~ City Administrator to proceed with the repair of the fire
station roof and identify 1992 funding source(s) required if cost exceeds the
building ~i~tenace budget of $10,000.00

Budget C~nunittee Action:

Authorize~not authorize the City Administrator to proceed with the repair of
the fire Station roof and identify 1992 funding source(s) required if cost
exceeds the building maintenance budget of $10,000.00

Review Checklist:

City Administrator
Administr~tiv~ Coordinator
Finance O~ficer

BC: 10/27/92
