<br />Observations: <br /> <br />The results of the trailer speed survey do indicate that a few drivers are traveling at <br />unreasonably high speeds. Six of the 745 vehicles monitored over the two day period <br />were identified traveling more than 10 miles over the posted 35 mph limit with the fastest <br />speed at 53 mph. Generally, speed limits are set at the speed that 85% of drivers are <br />traveling at or lower than, which is referred to as the 85th percentile speed. In this case 85 <br />% of vehicles are traveling several miles per hour lower than the posted limited. <br /> <br />The probability of success in slowing down speeding drivers by posting stop signs is <br />highly unlikely. Would a driver violating the traffic laws by traveling at 50 plus miles per <br />hour stop or even slow down for a stop sign, particularly when it is quite unlikely that <br />another vehicle will be approaching? On the other hand, the vast majority of drivers that <br />are traveling reasonable speeds would legally be required to stop even though sight <br />distances are good and there is no approaching traffic. This is some of the reasoning that <br />the Uniform Manual on traffic Control concludes that; <br /> <br />STOP signs should not be used for speed control. <br /> <br />STOP signs should be installed in a manner that minimizes the number of <br />vehicles having to stop. <br /> <br />In many low volume situations with no unusual history of intersection crashes, <br />no control is a cost effective strategy. Research suggests that at most locations, <br />increasing the level of intersection control will not improve safety. <br /> <br />A STOP sign should not be installed on the major street unless justified by a <br />traffic engineering study. <br /> <br />Recommendation: <br /> <br />Staff recommends that the existing signage at this intersection is appropriate and <br />recommends no change in the signage at the intersection of River dale Drive and Alpaca <br />Street. <br /> <br />Action: <br /> <br />Motion to recommend to City Council that the existing signage at this intersection is <br />appropriate and recommends no change in the signage at the intersection of Ri verdale <br />Drive and Alpaca Street. <br /> <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />Street Superintendent <br />Assistant City Engineer <br />Public Works Street Supervisor <br />Police Chief <br /> <br />PW: 11/20107 <br /> <br />2 <br />
