<br />INTRODUCTION <br /> <br />The City received a petition for street grading and pavement improvements on December <br />10, 2004. The petition received requested that the following segments of street; 163rd <br />Lane from Vario1ite Streetto Uranimite Street; Uranimite Street from 163rd Lane to 164th <br />Lane; 164th Lane from Uranimite Street to Sapphire Street; Sapphire Street from 164th <br />Lane to 164th Avenue; and 164th Avenue from Sapphire Street to a point 300 feet east <br />thereof, hereafter which shall be refelTed to as Welcome's Road, be considered for <br />improvements consisting of grading and bituminous paving. The project area is illustrated <br />in Figure 1. A copy of this petition is included'in Appendix A. <br /> <br />This petition was considered by the City Public Works Committee on January 18, 2004 <br />and was forwarded to the City council with a recommendation that a feasibility study be <br />prepared. This recommendation was ratified by the City Council at the February 8, 2005 <br />meeting. A public hearing was held on April 12, 2005. The project was ordered on June <br />14,2005 and plans and specifications were prepared. The project was bid on February 23, <br />2006 and all bids were rejected as required by the City Council on February 28, 2006 <br />since the bids exceeded the original feasibility study estimate by more than 10%. On <br />February 28, 2006 the City Council also directed that a Public Hearing be held on April <br />28, 2006 to initiate the process for reconsideration of this project in light of the higher <br />costs. At the public hearing testimony presented requested that the City consider <br />additional financial participation in the project. Subsequent to a meeting with project <br />residents on Thursday April 27, 2006 the Public Works Committee recommended to City <br />Council that items associated with storm sewer be funded through the Storm Water <br />Utility. On May 23, 2006 the City Council ratified the recommendation of the Public <br />Works Committee and also extended the date for petitioning against this project as <br />provided by City Code to June 9, 2006. <br /> <br />In addition to restating the .existing and proposed conditions this revised feasibility study <br />will identify the project costs and financing in accordance with this most recent City <br />Council direction. <br /> <br />EXISTING CONDITIONS <br /> <br />The streets above identified as Welcome's road consist of slightly over one half mile of <br />sand surfaced street which varies in width, but are generally about 30 feet wide. The <br />alignment does not consistently follow the center of the 66 foot right of way. Drainage is <br />provided by roadside ditches and driveway culverts along most of the length of the <br />project area, but are lacking over a significant portion of the roadway. <br /> <br />26 <br /> <br />-~- <br />
