<br />CASE #3 <br /> <br />UPDATE ON DIRT DRIVEWAY PAVING <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The topic of promoting the paving of unpaved driveways within the City has been a topic <br />of discussion at the June 19,2007 and September 18,2007 Public Works Committee <br />meetings. Information had been presented at the September meeting relative to the <br />number of dirt driveways in the City and also the cost associated with the bituminous <br />paving of those driveways. There were a total of 498 unpaved driveways identified <br />. 366 unpaved driveways were the primary driveway for the property <br />. 132 unpaved driveways were secondary driveways <br />. 19 driveways were generally paved but had a short unpaved length between the <br />paved driveway and the street <br /> <br />Direction provided by the Committee on September 18th was to survey property owners <br />who have unpaved driveways to determine their interest in paving their driveways and <br />also explain to residents why they want to have driveways paved. The Committee <br />requested that it have the opportunity to review the survey questions before they are sent <br />out. Also attached are a series of documents obtained from the City of Coon Rapids <br />which provide background on the program that that City implemented in summer of 2003 <br />under which 25 properties had paved driveways installed under an assessment program <br />payable over five years. <br /> <br />Attached to this case is a draft letter and draft driveway paving survey designed for the <br />purpose of being sent to the properties identified as having unpaved driveways. Note that <br />the estimated costs in the letter have been increased 30% from those construction cost <br />estimates provided from the asphalt contractor earlier this year. It should be decided what <br />amount of overhead should be included in the project costs. Normally, the City has <br />assessed 17% on street maintenance projects. <br /> <br />31 <br />
