Councilmember Elvig introduced the following resolution and moved for its adoption: RESOLUTION #07-10-270 A RESOLUTION ADOPTING FINDINGS OF FACT #0810, AND DENYING A COMPREHENSIVE PLAN AMENDMENT TO CHANGE A LAND USE DESIGNATION FROM PLACES TO SHOP TO MEDIUM DENSITY RESIDENTIAL. WHEREAS, on August 14, 2006, the City of Ramsey received an application from DPM Investments (the "Applicant") requesting an amendment to the Comprehensive Plan to change the future land use designation from Places to Shop to Medium Density Residential, for the following legally described property: Lot 3, Block 4, Riverside West, Anoka County, Minnesota, according to the recorded plat thereof and that part of Lot 1, Block 1, Riverview Bowl, Anoka County, Minnesota according to the recorded plat thereof lying southerly of the westerly extension of the north line of Lot 2, Block 1, said plat of Riverview Bowl. (The Subject Property) AND WHEREAS, the Comprehensive Plan approved In 2001 shows the Subject Property designated land use as Places to Shop; and WHEREAS, the property owners are requesting that the Subject Property's designated land use be changed to Medium Density Residential; and WHEREAS, the Subject Property is bordered on the north by a bowling alley, on the west by mini-storage units and single-family homes, on the south by a vacant single-family lot, and on the east by single-family homes; and WHEREAS, the proposed land use will not complement existing land uses in the area; and WHEREAS, the Ramsey Planning Commission met on September 7, 2006, conducted a public hearing, and recommended that the Ramsey City Council deny the Applicant's request for an amendment to the Comprehensive Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby denies the request for a land use designation change of the Subject Property from Places to Shop to Medium Density Residential.
