c <br />1 <br />Anoka County Parks and Recreation <br />550 Bunker Lake Boulevard NW, Andover, MN 55304 <br />October 2, 2007 <br />Pat Trudgeon <br />Community Development Director <br />City of Ramsey <br />7550 Sunwood Drive <br />Ramsey, Minnesota 55303 <br />Re: Conditional Use Permit Request — Diamond Sports Bar and Grill <br />Dear Mr. Trudgeon: <br />This letter is provided as a follow -up to our recent telephone conversation regarding the <br />proposal of the Diamond Sports Bar and Grill to amend the outdoor recreational uses <br />permitted in their conditional use permit to include motocross, snowmobile racing, demolition <br />derby, and rodeo.. Please forward this letter to the Ramsey Planning Commission as a matter <br />of record for the upcoming public hearing on October 4, 2007. <br />This proposal has been reviewed by the Parks and Recreation Committee of the Anoka County <br />Board of Commissioners. The item was discussed as part of their regular meeting held on <br />Tuesday October 4, 2007. The review was made in the context of Mississippi West Regional <br />Park being located directly adjacent to the proposed development by the Diamonds Sports <br />Bar. <br />On October 2, 2007, the Anoka County Parks and Recreation Committee reviewed the <br />Diamond's proposal. The Committee determined that the proposed development would be <br />inconsistent with the existing and planned uses of the regional park, and therefore requests <br />that the Ramsey Planning Commission deny the proposal. <br />The reasons cited for the Committee's decision includes the following: <br />- the park is a natural area that is a component of the metropolitan regional park <br />system which emphasizes passive use recreation <br />- the park is located within the federally designated corridor of the Mississippi National <br />and River Recreation Area — a unit of the National Park System <br />- the park is located along a section of a State designated Wild and Scenic River <br />- future uses of the park will include picnic areas, walking and biking trails, river access <br />and fishing, children' play areas, and nature observation /study areas <br />- maximizing the public benefit of the park - and the park master plan that has been <br />supported by the Ramsey City Council - is dependent upon surrounding land uses that <br />are compatible in nature with the designated uses of the park <br />OPEN SPACES IN NEARBY PLACES <br />-110- <br />Phone: 763.757.3920 www.anokacountyparks.com Fax: 763.755.0230 <br />
