In response to your letter and the following concerns regarding our (Diamonds Sports <br />Bar) request for a change in our Conditional Land Use Permit: <br />1) Noise Impact Information — Attached is report that is based on a Trail Bike <br />Area Noise assessment study done by David Braslau Associates, Inc. I've also <br />attached the conductor's resume for your review. The study determines that the noise <br />level, based on decibel recordings, is lower than the government standard rating. It <br />also shows the noise level and how it relates to residences located between 1200 and <br />3300 feet from the track. With regard to a PA System, this will be used for <br />announcements that are necessary to conduct the events. <br />2) Noise Mitigation. Plan — Currently, there are a minimum of ten foot high burms <br />surrounding the complex where the events will take place. We have no plans to add <br />additional noise mitigation at this time. <br />3) Traffic Circulation Plan - Diamonds parking lot holds. 320 cars with space <br />available to hold an additional 110 cars on the frontage area of the property, which <br />we have an agreement with the City of Ramsey to use for this purpose. All vehicles <br />will enter and exit through the parking lot. <br />4) Proposed Event Schedule - Our event schedule would be as follows based on the <br />promoter's availability: <br />Two Motor Cross Events: One in June and one in September <br />Two Demo Derby's: One in May and one in September <br />Two Rodeo's: One in July and one in August <br />One Bull Riding Event: One in June <br />Two Wake Boarding Events: One in July and one in August <br />Two Snow Boarding Events: One in January and one in March <br />a) We plan to host these events mainly on Saturdays from 6pm to 10pm, with the <br />possibility of a'Fnday evening or Sunday afternoon, again, based on the promoter's <br />availability. The events will be open to all ages. <br />b) We are also planning two music festivals <br />1) Our 2 "d Annual Tribute to the Troops event with a motorcycle ride and <br />live music on Saturday, May 17, 2008. <br />2) An Anoka All -Class Reunion event featuring outdoor music. (date tbd) <br />The music events would be held on a Saturday from 8pm to 12am. These events would <br />be 21 and up events. <br />c) Based on our discussion with the Planning Commission, we have decided to <br />eliminate the Tractor Pull and Snow Cross event for the year 2008, but would like to <br />consider this for our 2009 event schedule pending final approval of the City. <br />We have also attached a new layout for the property with a more clear representation of <br />where the events will take place. This new layout also includes one softball field to . <br />remain in addition to the volleyball courts /broomball & boot hockey area previously <br />discussed. Since we have scaled back the number of events originally planned. from 18 <br />to 11 events and removed the biggest concerns for noise by eliminating the Tractor Pull <br />and Snow Cross events, we find it necessary to maintain one softball field and our <br />volleyball area. <br />—115— <br />
