Mayor Gamec stated that he knows some federal money has been earmarked for this project and
asked if that money would go away if the City does not approve the design.
County Commissioner Berg stated that there was $292,000 received from federal funds for the
railroad crossing and if this project isn't built next year, there is a sunset clause and the money
will go away and others can compete for those dollars. He stated that MnDOT is also planning
to contribute $200,000 for the relocation of the signals, but noted that MnDOT is scrambling for
money because of the recent 35W bridge collapse, however, there is not a sunset clause in the
funds. He stated that the City has entered into a Joint Powers Agreement (JPA) with the County
and if this project doesn't move forward there will need to be discussions about this agreement.
Public Works Director Olson stated that he has received communication from MnDOT that they
would not support.an intersection that does not include a median, and would pull the $200,000.
Councilmember Dehen noted that there was information in the September 16, 2007 letter from
Doug Fischer that stated this intersection had been mapped several years ago.
County Commissioner Berg confirmed that the intersection had been mapped, but he was unsure
exactly when. He stated that if someone had looked at the County website, sometime in the last 5
years, it would have shown the plans for raised medians at County road intersections. He stated
that most information about the schedule for construction projects can be found on the website.
Mayor Gamec noted that previous City Councils had agreed with the concepts and ideas of the
raised medians at this intersection and entered into the Joint Powers Agreement with the County.
City Administrator Ulrich pointed out the late time and that there was a regular City Council
meeting scheduled.
Public Works Director Olson noted that there were some people that would like the opportunity
to speak about this topic at the City Council meeting.
Mayor Gamec stated that he would like there to be a spokesperson because he does not want to
hear the same statements over and over.
MAYOR, COUNCIL AND STAFF INPUT
None
ADJOURNMENT
The Work Session of the City Council was adjourned at 7:02 p.m.
City Council Work Session / November 13, 2007
Page 6 of 7
