Tactic-continue to encourage Town Center to be a lifestyle center with amenities, <br />community centers, transportation opportunities, and housing for seniors and young <br />professionals. <br /> <br />2) Focus on providing choices for empty-nesters, including aging in place and downsizing, <br />to allow the majority of current residents to stay in Ramsey. <br />a. Tactic- evaluate lot split programs to allow seniors to split off their lot for income <br />generation and downsizing <br />b. Tactic- consider home conversion grants/loan to adjust home to the needs of seniors <br />c. Tactic- consider partnering with ACCAP and Ramsey Schools to create Adopt-A- <br />Senior to help with yard work, etc. <br />d. Tactic- consider creating a program to help seniors locate smaller units within <br />Ramsey or surrounding areas. <br /> <br />3) Provide opportunities for young adults to continue to live in Ramsey after leaving their <br />parents' homes by supporting the development of quality rental housing. <br />a. Tactic- Examine zoning to allow for rental housing through innovative ideas like <br />accessory dwelling units, etc <br />b. Tactic-Partner with rental developers to encourage building apartments. <br />i. Work with interested developers (ACCAP, Habitat for Humanity, others) to <br />bring forward a site plan and subdivision plan for apartments within the <br />Ramsey Town Center <br /> <br />4) Provide a more balanced housing supply, with 10 percent rental housing while <br />continuing to be primarily on ownership community maintaining 90 percent ownership <br />housing to enable options to the workforce housing and housing for young <br />professionals. <br />a. Tactic - support the development of quality rental housing and a variety of <br />affordable ownership housing options <br /> <br />5) Continue to develop more affordable single family housing like townhomes, <br />condominiums, and smaller, detached housing. <br /> <br />6) Explore processes of infill development to reduce the cost of housing by decreasing the <br />size of lots. <br /> <br />City of Ramsey Master Housing Plan <br /> <br />(draft #1) November 2007 <br />
