<br />City Engineer Jankowski stated that although there is no definite number, at least 300 vehicles <br />per hour during any 8 hour period would be the guidelines for an all way stop. He stated that for <br />a 2 way stop there should also be a significant difference in traffic levels between a major street <br />and a minor street. He noted that there are a lot of people turning at this intersection. <br /> <br />Chair Elvig stated that he thinks there are anomalies in this situation that make him more open to <br />the idea of placing stop signs. He stated that he is also concerned about the speed on this road <br />and that people are not treating it like it is a 30 mph road. He stated that he would like to get the <br />speed trailer out there and have residents give feedback on whether it has an effect on the <br />speeding issues. He asked whether installing a yield sign would offer any benefit. <br /> <br />City Engineer Jankowski stated that he is not a big proponent of yield signs, but in this case, it <br />may give drivers a warning that there is something unusual about the intersection. He stated that <br />he has a feeling the biggest problem is that people are expecting most of the cars to turn and not <br />go straight. <br /> <br />Councilmember Dehen suggested that the City have the police monitor the situation for a period <br />of time and get input from citizens again. <br /> <br />Public Works Director Olson stated that the City can gather information with the trailer, such as <br />how fast drivers are going, that may be helpful. <br /> <br />Councilmember Dehen stated that he would like to be sensitive to the residents in the area, but <br />the City cannot put stop signs at every intersection. <br /> <br />Chair Elvig asked if the speed limit was posted on the road. <br /> <br />City Engineer Jankowski stated that he thinks the' speed is posted on Alpaca Street and <br />Armstrong Boulevard. He stated that he thinks it is a good idea to put the speed trailer out there <br />and get some feedback. He stated that normally when there is a speed issue it is usually found to <br />be the neighbors themselves speeding, but noted that this situation may be different because of <br />the proximity of the commercial area and Highway 10. <br /> <br />Mr. Boedigheimer stated that he has lived in his home for 20 years and he doesn't know what the <br />speed limit of the road is. <br /> <br />Chair Elvig stated that he would also like staff to see if signs are posted and whether or not they <br />are in an obvious, easy to see, position. <br /> <br />Motion by Chair Elvig, seconded by Councilmember Olson, to monitor the speeds with the radar <br />trailer for 30 days and review the placement of the speed limit signs, and if speed limits are not <br />posted, to post them. <br /> <br />Further Discussion: Councilmember Dehen stated that he would also like to notify the <br />petitioners about what action the City is taking. <br /> <br />Public Works Committee /October 16, 2007 <br />Page 3 of 12 <br />
