:J-
,.---

CITY COUNCIL WORK SESSION
Topic Report: Utility Billing
By: Diana Lund, Finance Officer

Background:

Currently, the City of Ramsey contracts with Connexus Energy to handle its billing and
collection services related to utility billing. The City has outsourced its billing to
Connexus Energy since about 1994 and currently pays about $56,000 a year for their
servIces.

Staff was asked to explore billing options and the economics of each. The three options
are: 1. Staying with Connexus. 2. Bringing the billing in-house. 3. Finding a private
firm that handles utility billing.

We have asked a private firm to present an overview of their utility billing services that
they currently offer. After the presentation, staff would like to discuss the three options
and the various pros and cons related to each.

Staffhas been in contact with Connexus to resolve the past billing issue and hope to bring
a conclusion to the meeting.

Action Statement:

Discuss utility billing service options and outstanding issues.

Reviewed by:

Finance Officer ~ 0
City Administrator
/
CCWS: 12/03/07
