<br />CASE # I <br /> <br />Public Hearing <br />REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW FOR <br />MOTOR VEHICLE REPAIR IN THE E-l DISTRICT: <br />CASE OF BLUE LINE COLLISION <br />By: Amy Geisler, AICP, Interim Assistant Com. Director <br /> <br />Background: <br /> <br />Blue Line Collision, which currently operates out of 6260 Highway 10, is seeking to expand their <br />operations into the former Minnesota Hitch Building located at 6228 Highway 10. The site is <br />zoned E-l Employment, which requires a Conditional Use Permit to conduct vehicle repair. <br /> <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site photos <br />c) Proposed Findings of Fact <br />d) Proposed Conditional Use Permit <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff sent out notices to all property owners within 350 feet. <br /> <br />Observations: <br /> <br />Blue Line Collision is seeking to expand their auto repair business to include the repair and <br />refinishing of semi trailers and equipment, including parts replacement, fiberglass repair, and <br />refinishing. <br /> <br />The entire Minnesota Hitch site is paved. Blue Line proposes to store vehicles awaiting repair . <br />only in the rear yard, which is enclosed with a chain link fence that is somewhat see-through and <br />would allow visual access to all vehicles being stored in the rear of the building. Only customer <br />parking (no vehicle storage or display) would be permitted in front of the building. <br /> <br />The E-l District states that indoor vehicle repair may be permitted as a conditional use if the <br />following criteria are met: <br /> <br />1. Such use meets the stated intent of the E-l District, which is "to accommodate general <br />industrial activities" <br />2. Adequate off-street parking and loading is provided <br />3. All signage is in compliance with City Code <br /> <br />While the proposed use is not strictly industrial in nature, there is a mix of manufacturing, office, <br />and retail uses .currently surrounding the site. There is sufficient off-street parking and loading on <br />the site, given the significant pavement on three sides of the building. Existing signage on the site <br />is in compliance with City Code. <br /> <br />1 <br />
