The 1992 program involves one such case; Project g92-05 Old County Road <br />#5. A~lhe~ence to our policy would result in a $299.00 per parcel assessment to each of the <br />nine l~,gal ~lot fronting on the roadway. In addition, one individual owns three parcels and <br />would!thei'efore be responsible for an assessment of almost $900.00 even though he has <br />only o~le ~omestead and one of his parcels appears to be unbuildable because it is occupied <br />by we ilan~l. In addition, this particular piece of road provides sole access for a number of <br />reside tts ,~ho have frontage along an intersecting gravel road which obviously will not be <br />includ 'xl iff the program. In such cases, it is my recommendation that we assess benefitting <br />prope: ty an average assessment determined as the weighted average of all individual <br />assestme~tts within the particular years program. In this instance, this would mean <br />assess ing'~he owners $119.00 each. <br /> <br />AssesSments on MSA streets: An MSA Maintenance Fund will be applied cover the total <br />cost ~f th~ project on MSA Streets. However, a number of property owners have direct <br />acces~ ohio MSA streets and are therefore benefitted by the improvement. It would seem <br />only ~ ~hat such persons contribute similar to other benefitted properties within the City. <br />The t~tal amount of funds the City attains from the State for MSA maintenance is limited. <br />Thus ~using these funds for maintenance projects will reduce the amount available for <br />conSt!'ucdon projects. In the 1992 program, it is proposed that individuals having <br />driveway}access to MSA streets be assessed an average assessment of $119.00.
