<br />j. <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: Use of Abatement for <br />Zoning/Building Violations <br />By: Amy Geisler, Interim Asst. Com. Dev. Dir. <br /> <br /> <br />Background: <br /> <br />In August 2007, the City began implementing a new abatement process that enables City Staff and <br />contractors to enter a property and remedy code violations. The process has been working well to <br />date, but Staff has run into a couple situations where the usefulness of abatement has been less clear. <br />Some examples include: <br /> <br />1. Completing unfinished buildings: siding, roofing, etc. <br />2. Moving accessory structures to meet setbacks <br />3. Removing fences that do not meet setback requirements or are constructed of unapproved <br />materials <br />4. Removing animals that violate animal regulations (chickens on too small a parcel, etc). <br />5. Installation of lawns, grass or ground cover (such as with new construction homes that are <br />foreclosed upon) <br />6. Illegal home occupations <br /> <br />Staff would like to discuss with Council some of the obstacles associated with attempting to abate <br />these types of situations, and whether some other type of process (i.e. administrative ticketing or <br />citations) are more appropriate. <br /> <br />Action Statement: <br /> <br />Provide Staff with direction on how code violations like those listed above should be addressed <br /> <br />Reviewed by: 1 ~ (\ <br /> <br />City Adminis1n1tor ~~~ <br /> <br />Police Chief <br />Interim Community Development Director <br />Building Official <br />Associate Planner <br />Environmental Coordinator <br /> <br />CCWS: <br /> <br />12/11/07 <br />
