Chair Elvig stated that he likes the idea of installing benches along the trails. Councilmember Olson stated that she understands why homeowners would want some type of barrier between their property and the trails: She suggested that the City look into what kinds of plantings would provide optimal privacy and choose, for example, 6 varieties, purchase them in bulk and let residents buy them at cost to install on their own. She stated that she would not want the City to set a precedent and install plantings along trails on a routine basis, but feels it would be a good idea to make theirs available to residents at a lower cost. Councilmember Dehen suggested that the City contact local wholesalers to see what kind of deal the City could get. Public Works Director Olson stated that although it sounds like a nice plan, he is concerned about implementation. He stated that lle has questions about where the plants would wait until they were purchased and what money would the City use to buy the inventory. Councilmember Olson stated that residents would have to pre-order the inventory. City Administrator Ulrich suggested that it could be combined with the Arbor Day Tree sale. Motion by Cotu~cihiiember Olson, seconded by Councilmember Dehen, to recommend that the City Council reaffirm the canent policy of requiring fencing to be placed along trails at the discretion and expense of the property owner, and also direct staff to research what kinds of hedges or green privacy barriers would be appropriate along trails and work on setting up a program so the City can provide those to property owners at cost. Further Discussion: Chair Elvig stated that he wasn't sure if the 2na part of the motion should be in motion fornl or simply a request to staff. City Engineer Jankowski stated that staff can put together some pros and cons on this type of program. Public Works Director Olson stated that he doesn't think it matters if the research portion is in a motion or not. Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson, and Dehen. Voting No: None. Case #3: Update on Highlands at River Park Pond City Engineer Jankowski stated that staff has been working with residents surrounding the lined pond located between Xkimo Street and Yakima Court and Yakima Street in Highlands River Park. He stated that dye testing was done in August and also last week to try to determine if and where the leak is occurring. He stated that after .the dye testing last week, it appears that the breach or one of the breaches maybe located near the border of lots 13 and 14.
