• CASE #2 <br />CONSIDER PAVING DRIVE APRONS ON WELCOMES ROAD. <br />By: Steven Jankowski, City Engineer <br />" Background: <br />The Welcomes Road project was constructed primarily during the fall of 2006. However, <br />final completion occurred in 2007 with the last of the punch list items being completed in <br />October. The final pay estimate"will be presented for approval at the November 27, 2007 <br />City Council meeting. <br />You may-recall this project was unusual in that it was bid twice in 2006 during a period <br />when bituminous prices were rapidly increasing. The City had agreed to pay the costs <br />associated with the stoi-~n sewer used oii the project plus one half ofthe cost of the road <br />project. When the second project bid came in 12% above the revised feasibility study <br />estimate, the City agreed to assess 10% more than the estimate and absorb the additional <br />2%. lil order to have this project constructed in the 2006 constriction season the 16 <br />property owners unanimously signed a waiver to be assessed prior to the project being <br />awarded. The project was assessed in August of 2006 anticipating a construction cost of <br />$225,519.90 and a 25% overhead cost. The property owners were assessed a total of <br />$130,815 which resulted in each of the 19 lots having an assessment of $6885. The City <br />• contributed a total of $151,078 to the project. The final pay estimate to the contractor <br />shows the final construction cost to be $219,002.33 which was $6,517.57 lower than the <br />award contract amount. <br />Recently staff received a call from Mr. Del Howe who orgaiuzed the neighborhood on <br />this project and acted as the property owner's spokesperson throughout the process. Mr. <br />Howe indicated that a number of property owners anticipated that their driveways would <br />be paved up to the new road pavement. It was noted that Page 2 of the feasibility report <br />specifically addressed driveway connections. Attached to this case is the wording of this <br />section of the report which has been highlighted for emphasis (this pay°ag~°apli was ~ZOt <br />Iighlighted on the copy mailed to each property owner). It has been a long standing <br />policy on street paving projects to exclude the paving of driveways from the scope of <br />work primarily to minimize project assessments since cost has always been a major factor <br />in these types of projects. " <br />There are a total of 17 driveways included on this project and the paving situation is as <br />follows: <br />• 5 driveways were paved as a part of the project because driveway pavement was <br />removed to accommodate the construction of the road. <br />• 4 driveways have been paved by the owners <br />• 8 driveways remain unpaved or have unpaved connections to the road. <br />• <br />-201- <br />
