• Member. Sibilski reported that she senses that everybody would be in favor.since it would
go to the citizens for a vote..
Chairperson McDilda advised that the Council and City boards can't endorse or support.
this politically, but they can provide input to facilitate a referendum.
Board Member Max concurred that politically, it is the safe thing to do for the
environment, but leave it to the citizens to vote.
:Board Member Sibilski stated that he also spoke with Councilmernber Strommen about a
citizen survey to get a threshold.of what amount.of dollars residents would be willing to
. .pay extra in taxes for this measure. That would be a separate item to put the language
together and generate a campaign.
Environmental Coordinator Anderson acknowledged that Councilmember Strommen
mentioned that she had spoken with Interim City Administrator Heidi Nelson to get the
open space referendum on a work session in Augusta She will communicate that date to
Board Member Sibilski.
Chairperson McDilda.stated there has to be a start somewhere. He stated that the School
District is having significant fmancial issues. They maybe asking the citizens for a
referendum.
• Board Member Sibilski stated that the open space referendum will be out a year or more.
The State Legislature may have their open space legislation for 2008.
Chairperson McDilda stated it would be nice to get direction from Council to move
forward on this.
Board Member Sibilski stated it would be good for EPB members to show up for that
work session.
Environmental Coordinator Anderson concurred, and advised that the entire EPB should
attend the work session. He stated that the EPB cannot be the promoter of this initiative.
This Board would only have a role on the front end of the concept of the open space
referendum. They could not do any of the campaigning. There needs to be a citizen led
committee.
Board Member Sibilski stated that the EPB can have a part in the process of defining the
referendum.
NEW BUSINESS
None
• BOARD INPUT
Environmental Policy Board/July 23,.2007
-237-
