• ~ Councilmember Jeffrey stated that he supports Councilmember Strornmen's request to look at <br />the ordinance because he is not a big .fan of locating the towers in parks. He stated that his <br />preference would also be the .location near the ball fields. He stated that he wanted to make it <br />clear that he supported the location of the 800 megahertz tower because it was for public- safety <br />and he would not want to see another tower located right next to the existing tower. <br />Councilmember Elvig stated that he has always had a vision to turn this area into a sliding or ski <br />hill. He stated that if this happens, he would hate to see a pole and fence located at the bottom of <br />a ski/sliding hill. <br />Mayor Gamec stated that he thinks the other side of the hill has been designed for that purpose. <br />Councilmember Elvig stated that would just like to keep future usage in mind before a decision <br />is made. <br />Planning Commissioner Levine stated that the City should also keep in mind technology. He <br />stated that he feels the City should take a look at what the City needs to do so its residents can <br />stay abreast of technology. He stated that he feels there will need to be compromises- made to <br />balance this issue. <br />Councilmember Jeffrey stated that he agreed, however, he feels that- ten years -from now <br />technology may change enough so towers may. not be needed and the City will then have a bunch <br />• of vacant towers. <br />Councilmember Strommen stated that she feels the ordinance needs to be reviewed with some <br />urgency, before the City receives the next tower application. <br />Councilmember Elvig asked whether a moratorium on towers is needed. <br />Community Development Director Trudgeon stated that there was a moratorium in 2000 when <br />the ordinance was created and reminded the City Council that this ordinance has been in place <br />for 7 years and the City has not had an application until this one. <br />2) Request Amended Conditional Use Permit to Allow Motocross, Demolition Derby, <br />Rodeos, and Music Festivals on the Diamond Sports Bar Property <br />Associate Planner Dalnes stated that this item was tabled at the October 4, 2007 Planning <br />Commission meeting to allow for time to gather sound levels, noise mitigation and also a pared <br />down event schedule. She stated that Gary Gruber of Diamonds Sports Bar and Grill has <br />requested that he be able to hold up to 13 special events. The breakdown of events would be 2 <br />motocross events, 2 demolition derby events, 2 wake baarding events, 3 rodeo or bull riding <br />events, 2 outdoor summer concerts and 2 snow boarding events. She stated that all the events <br />will require that permanent bleachers and P.A. system be put into place. She stated that staff is <br />recommending that this application not be approved unless the number of events are reduced to a <br />• total number of 7, that measurements of noise in the area be taken, that there is a one-year <br />Interim Permit granted and a Special.
