• <br />The Commission recessed at 9:00 p.m. <br />The Commission reconvened at 9:09 p.m. <br />Case. #2: Request for Comprehensive Plan Amendment; Case of the City of Ramsey <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:10 p.m. in <br />order to call the public hearing to order. <br />Public HearinE <br />Chairperson Nixt called the public hearing to order at 9:10 p.m. <br />Presentation <br />Interim Assistant Community Development Director Geisler stated the Planning Commission <br />-will recall that back in 2006; Dan Murphy and Tim Holm applied for a Comprehensive Plan <br />Amendment related to the plat of Ebony Woods. On September 7, 2006 the Planning <br />Commission reviewed the request to change the property from Places to Shop to Medium <br />.Density Residential, and recommended denial. On October 9, 2007 the City Council denied the <br />• Comprehensive Plan Amendment, and directed Staff to initiate a new Amendment to change the <br />property's Land use designation to Low-Density Residential. <br />The City Council had a lengthy discussion about the appropriateness of aMedium-Density <br />Residential land use designation for the subject property. Ultimately„ they determined that it was <br />not an appropriate use given the adjacent single-family homes. They did feel that the property's <br />current designation of Places to Shop was not appropriate either. <br />The property is bordered on the north by the Superbowl building, on the west by mini-storage <br />units and single-family homes, on the south by asingle=family home under construction, and on <br />the east by single-family homes. <br />On April 26, 2005, the City Council adopted an Interim Policy for proposed land use changes <br />that are requested prior to the completion of the Comprehensive Plan update. The interim policy <br />reads as follows, with Staff comments in italics: <br />1. The proposed land use considers traffic levels and patterns. <br />a. Traffic impacts of the proposal should be assessed for adjacent streets and affected <br />collector streets. Impacts resulting in a safety hazard, increase in fire or police response <br />time, or substantial increase in traffic congestion should be mitigated. <br />b. Potential future travel corridors should be identified and preserved where feasible. <br />The site is currently designated as Places to Shop and could be developed as a wide <br />range of highway commercial uses, including motor vehicle sales and repair, gas station, <br />Planning Cbmmission/November 1, 2007 <br />Page 9 of 18 <br />-281- <br />
