Voting No: None: Absent: Councilmember Strommen. <br />Case #5: Request for Two Year Exte~asion of Lease for Portion of Property Located at <br />6701 FIighway 10 NV4'; Case of Youth First Community of Promise <br />Management lntem Gladhill reviewed that in December 2006, the Council approved a lease with <br />Youth First Community of Promise for a portion of the office space at 6701 Highway 10 through <br />the end of August 2007. Staff is recommending that the lease be extended for a period of two <br />years. <br />Motion by Councilmember Olson, seconded by Councihnember Look, to adopt Resolution #07- <br />08-190 to extend the lease with Youth First Community of Promise for a period of two years. <br />Motion carried.. Absent: Councilmember Strommen.~ <br />Case #6: Consider Proposed Amendments to 5.D8 (Public Nuisances), 5.11(~'Veeds), <br />and 5.12 (Condition of Premises) of Chapter Nine of City Cade; Case of City <br />• of Ramsey <br />Assistant Community Development Director Frolik reviewed that the City Council has recently <br />adopted an abatement ordinance that will become effective within the next month. In the process <br />of crafting the ordinance it came to staffs attention that there were 'changes necessary to the <br />public nuisance, condition of premises, and weeds sections of Chapter Five.. The purpose of <br />those proposed amendments is to consolidate public nuisances, identify City Code violations that <br />would be subject to abatement, and clarify and specify the definitions of junk vehicles, and other <br />nuisance activities. In addition to these changes, City Council has expressed interest in <br />establishing an administrative ticketing process as an alternative to a citation that is routed <br />through the County court system. This .ordinance establishes that -administrative ticketing <br />process. <br />Councilmember Elvig stated there are a lot of.people that are anxious about noxious weeds <br />coming into their yard from adjacent properties. The City is starting to cover some of those <br />issues. <br />Assistant Community Development Director Frolik explained the tall grass and weeds were in a <br />separate section of Chapter 5. They are trying to consolidate all the public nuisances into one <br />section: Ms. Frolik revie«~ed the swnmary of changes to Chapter Five. <br />Councilmember Elvig commented in effect they are getting a lot of opporhznity for enforcement <br />• by the City. <br />City Council / Augusf 14; 2007 <br />Page 17 of 32 <br />-355- <br />
