CASE # • ADOPT CONTRACT AMENDMENT AND REVIEW WORKPLAN FOR 2008 COMPREHENSIVE PLAN PROJECT; By: Sylvia Frolik, Interim Community Development Director Background: On March 13, 2007, City Council authorized entering .into a Service Agreement with Bonestroo for the 2008 Comprehensive Plan in an amount not to exceed $83,300. At that time, the funding sources available consisted of Community Development .Block Grant (CDBG) funds and the 2007 budget line item for professional services in the .Community Development Department. Observations: In the summer of 2007, the City budget was amended to compensate for revenue shortfalls. About that same time, the City also received a $35,000 grant from Blue CrossBlue Shield (BCBS) to incorporate active living into our Comprehensive Plan. Therefore, the $70,000 professional services line item intended for the Comprehensive Plan was held at $70,000, with the understanding that $35,000 of the expenditure would be offset by the BC/BS grant. The . funding sources consisted of the following: • CDBG $29,200.00 2007 budget net of BCBS $35,000.00 BCBS Grant $35.000.00 Total $99,200.00 The original proposal- from Bonestroo included participation in .the 4 educational .forums sponsored by Ramsey3 through the McKnight grant. However, as the Ramsey3 process unfolded, it became apparent to all that utilizing the Open Space Technology forum to involve " the residents in the comp plan update process was much preferred over the standard task force concept. It was critical that Bonestroo participate in the OST process and observe the interaction with the residents first-hand. This resulted in at least 9 additional meetings that weren't anticipated in Bonestroo's work plan; an additional $14,500 in consultant costs. Additionally, fulfilling the obligations of the "BCBS grant in the Comprehensive Plane is estimated to increase the overall project cost by an additional $10,000. Consequently, the additional meetings and BC/BS obligations increase the overall project cost by $24,500, increasing the original $83,300.00 figure to $107,800.00. The $47,900 remaining in the original budget would increase accordingly to $71,300.00.
