• <br />Lower Rum River Watershed Managemenfi Organization <br />Andover-Anoka-Coon Rapids-Ramsey <br />.2015 First Avenue; Anoka, MN 55303 <br />To: Lower Rum River Water Management Organization <br />From: Barr Engineering Company <br />Date: August 15, 2006 <br />Re: Permit #2006-03: Wild Oaks of Ramsey: Ramsey <br />We have received plans and a LRRWMO permit for the Wild Oaks of Ramsey development to be located <br />in the southeast quadrant of the intersection of 173rd Avenue N.W. and Nutria Street N.W. iri Ramsey. The <br />site is 36.4 acres in area and 14 single-family lots are proposed. 18.4 acres of the development are <br />wetlands. <br />Two on-site storm water management basins are to be constructed on the site. These basins provide water <br />• quantity and quality control meeting the LRRWMO criteria. The low floor elevation of the proposed <br />structures riparian to the wetland and the storm water management basins are shown to be a minimum of <br />two feet above the 100-year frequency flood elevation of the wetland and/or basin, as :calculated by John <br />Oliver &Associates. <br />At the limits of construction, erosion control measures are shown to minimize the potential of sediment <br />leaving areas altered on the site. <br />It is our recommendation that the LRRWMO approve of the permit for this project subject to the following <br />conditions: <br />1. All erosion control measures must be installed at the initial stages of construction and be <br />maintained until all areas altered have been restored. <br />2. Upon completion of construction and restoration of disturbed areas, the permit applicant is <br />responsible for the removal of all erosion control measures installed throughout the construction <br />site. <br />3. To minimize the potential of material from leaving the site and being tracked onto the roadway, a <br />rock filter dike being a minimum of two feet in height and having side slopes of 4:1 must be <br />constructed at the entryway onto the site. The rock filter dike will provide an erosion control <br />• facility and also enable construction traffic to enter the site. <br />4.
