• <br />Lower Rum River Watershed Management Organization <br />Andover-Anoka-Coon Rapids-Ramsey <br />2015 First Avenue; Anoka, MN 55303 <br />To: .Lower Rum River Water Management Organization <br />From: Barr Engineering Company <br />Date: July 17, 2006 <br />Re: Permit #2006-15: Rum River Meadows: Ramsey <br />We have received plans and aZRRWMO permit for the Rum River Meadows to be located east of <br />Potassium .Street N.W. and bounded west of the Wildlife Sanctuary subdivision and to the south. of the <br />River Pines subdivision in Ramsey. The site is l0.acres in area and 23 townhomes are shown to be <br />constructed. <br />A wetland complex forms the southern boundary of the site. The Anoka Conservation District has field <br />• verified the wetland delineation. The plans show that 83 square feet of a Type 3 wetland is to be impacted <br />by the project. This wetland fill qualifies for the deminimis exemption and notice has been sent to the TEP <br />for comment. <br />The plans show that storm water from the site is to be conveyed to two stornlwater management basins <br />prior to being discharged to the wetland on the south side of the site. These basins have been designed to <br />meet the LRRWMO quantity and quality requirements. <br />It is our recommendation that the LRRWMO approve of the permit for this project subject to the following <br />conditions: <br />1. The LRRWMO approval is contingent upon the TEP recommending approval of the deminimis <br />exemption for the project. <br />2. All erosion control measures must be installed at the initial stages of construction and be <br />maintained until all areas altered have been restored. <br />3. Upon completion of construction and restoration of disturbed areas, the permit applicant is <br />responsible for the removal of all erosion control measures installed throughout the construction <br />site. <br />• 4. To minimize the potential of material from leaving the site and being tracked onto the roadway, a <br />rock .filter dike being a minimum of two feet in height and having side slopes of 4:1 must be <br />constructed at the entryway onto the site.
